The Isanti County Integrated Collaborative is a multi-agency collaborative that works to improve the social, emotional, educational and economic outcomes of all Isanti County Children. This is done by mitigating risk factors and enhancing protective factors. We want to create an integrated service delivery system for children, adolescents and their families with multiple special needs.

Funding the Collaborative

  • The Collaborative is funded by The Local Collaborative Time Study (LCTS); which is Minnesota’s federally-approved reimbursement for Minnesota’s Family Service and Children’s Mental Health collaboratives. The three types of public entities that participate in this project are eligible public school districts, county public health agencies and correction agencies. Reimbursement is earned by staff in public school districts, public health, and correction agencies for eligible activities they perform to assist the state in administration of the MA and Title IV-E state plans.

    LCTS funds received by collaboratives have been designated by state statute for use in the expansion of early intervention and prevention services in Minnesota communities. The Department of Human Services disburses MA and Title IV-E reimbursement claimed through the LCTS to county social service agencies who, in turn must transfer the funds to the integrated fund of the collaborative.

    The LCTS also claims MA administrative reimbursement for Long Term Services & Support on behalf of participating public health staff. These funds are paid directly to the designated public health entity.

  • The public entities that participate in the Local Collaborative Time Study include:

    • Cambridge-Isanti School District

    • Braham Area School District

    • Rum River Cooperative School District

    • Isanti County Public Health

    • Isanti County Probation

  • For Children’s Mental Health Collaboratives, LCTS funds shall be used to expand the initial target population or to develop or provide mental health services through the local integrated service system to children in the target population pursuant to Minnesota Statutes, Section 245.495(a).

    For Family Service Collaboratives, LCTS funds shall be used to expand expenditures for education, social, health, or health-related services to families and children pursuant to Minnesota Statutes, Section 456F.13, subd.(1)(b)(3).

    Isanti County Integrated Collaborative represent both the Children’s Mental Health and Family Service collaborative.

    The four main services that the Collaborative funds include:

    1. ACE Trainings to our community.

    2. Truancy Prevention Officer for school aged youth in all of Isanti County’s public school districts.

    3. A Chemical Dependency Health Counselor embedded in Cambridge-Isanti School Districts.

    4. A Chemical Dependency Health Counselor embedded in the Braham Area School District.

    Other programs that have been funded by the Collaborative include: Change to Chill Program, Calming rooms and Sensory items in schools, Support and Build School-Wide Counseling, Car Shop/SEL, Strengthening Family Relationships Workshop, Student Tutoring Center, Attend Today, Achieve Tomorrow, Juvenile Incentive Program with Probation.
